Eliška specializes in public procurement law and related civil law, administrative law and subsidy law. Within this agenda, she provides comprehensive advice to contracting authorities and suppliers from the public and private sector.

She mainly provides legal advice to contracting authorities in the phase of preparation of tender conditions and contracts, administration of tender procedures, handling objections and representation in proceedings before the Office for the Protection of Competition. She has been involved in awarding major public contracts for clients mainly in the science and research, technology, utilities and transport sectors. The cumulative value of the public contracts she has participated in the preparation of reaches hundreds of millions of euros. CZK.

She also provides legal support to suppliers bidding for public contracts in the stage of preparation of their bids and in other stages of the procurement procedure.

Eliška joined ROWAN LEGAL in 2023 after a long tenure at a law firm specializing mainly in the public sector. She also gained work experience during her tenure at the Czech Post s.p., at the General Health Insurance Company of the Czech Republic and while providing legal services for the Technology Agency of the Czech Republic. In 2022, she was admitted to the list of attorneys of the Czech Bar Association. She graduated from the Faculty of Law of Charles University in Prague, where she obtained a Master’s degree in 2019 and a Doctoral degree in 2020.
