Jan heads the Brno office of ROWAN LEGAL. He focuses on software law, electronic signing and identification, cybersecurity, personal data protection and consumer protection. Outside of IT, he specializes in drafting legislation, especially construction law. In addition to his advocacy work, he is an external PhD student at the Institute of Law and Technology of the Masaryk University Faculty of Law.

He helps clients with the digital transformation of their businesses. He has advised a number of clients in the public and private sectors on their digitalization projects. He participated in the preparation of legislation regulating banking identity and drafted legislation for the digitalization of construction proceedings. He specializes in the preparation and negotiation of complex contractual documentation – he leads a team that provides services in this area to Bankovní identita, a.s. He also supports clients in the area of data protection and cyber security, both in their day-to-day operations and in audits and administrative and judicial proceedings in this area.

As regards consumer protection, he specializes in e-commerce issues, assisting clients in the IT sector setting up relations with their customers, and advising on the use of open source software. Outside of IT, he focuses on the recodification of construction law.

Jan is the co-author of a unique publication Law in the Network: a guide to law on the Internet, the first Czech commentary on GDPR and the first Czech textbook on information technology law. He regularly publishes in professional journals and speaks at conferences focusing on information technology law.

As part of the project team of the Czech Banking Association, he participated in the preparation of legislation for the banking identity project. He was actively involved in the preparation of the legislative text itself, as well as in negotiations with the relevant state authorities and in adjustments to the text following discussions within the Chamber of Deputies.

For the Ministry of Regional Development, he and his team drafted legislation on the project for the digitalization of construction procedures. The project required combining knowledge of the processes under the Construction Act and related regulations with a deep understanding of information systems and their interconnections.

For Bankovní identita a.s., he and his team prepared contractual documentation regulating relations with banks and online service providers. He continues to support the client in negotiations related to these contracts.

He provides day-to-day support to a leading Czech energy group on data protection issues, including the resolution of security incidents. The support has included, for example, advising on the marketing use of data and processing a data protection impact assessment for a smart metering system.

Represented a telecommunications client in administrative proceedings and subsequent court proceedings regarding the validity of marketing consents.

Supported a leading Czech financial intermediary in an audit by the Office for Personal Data Protection. The audit confirmed the compliance of the client’s procedures with the regulations and found no breaches.

Advises JetBrains s.r.o. and other software companies on open source software.

He represented a leading Czech supplier of web portals and solutions in negotiating a multi-million euro agile software development contract.
