Josef Donát, holder of the prestigious Lawyer of the Year award in the field of ICT law for 2014, is the head of the ICT Law specialization at the ROWAN LEGAL, law firm as well as registered mediator according the Czech legislation.
Josef has been involved in large-scale projects in the field of IT outsourcing, cloud computing, electronic evidence, cyber protection, privacy and the provision of information systems. He has led teams, for instance, in the preparation of contractual documentation to ensure global data connectivity of a multinational banking group. He has assisted in one of the largest outsourcing projects of IT infrastructure and applications in the Czech Republic, as well as providing legal assistance to two of the top three banks in the Czech Republic in determining elements of Critical Information Infrastructure in accordance with the law on cybersecurity.
Josef represents major multinational ICT companies, in particular in relation to programmers developing their own software; he also works on the drafting of license conditions for computer programs and provides support to clients in the negotiation of contracts worth hundreds of millions of crowns. He provides expert advice concerning the selection and procurement procedures for clients from both the private and public sector for supplies or services in the field of ICT and also plays a leading role in the legal support of rapidly evolving technology start-ups, in which advanced technology and innovation place a great demand on correct and appropriate legal steps.
As the director of the National Center for digital economy, Josef is simultaneously actively involved in the formation and creation of the legislation for a digital single market, particularly with regards to ecommerce, services of information associations and electronic contracting.
Josef regularly gives lectures at universities and is a member of editorial board of Masaryk University Journal of Law and Technology.
Provided legal support for a major multinational Bank in the preparation and implementation of the first large scale implementation of the cloud-based Google Apps for Business, including negotiations with the supplier, the regulator of the banking market and the Office for the Protection of Personal Data.
Assisted, for another bank, in the introduction of Microsoft Office 365 cloud-based applications and the selection of a cloud CRM tool Salesforce, including formation of the binding terms and conditions, risk analysis and support during the negotiations. For the company T-Mobile Czech Republic he provides legal support in a large transnational outsourcing project of telecommunications infrastructure of a significant body operating in the energy sector worth several hundred million crowns.

Participated in the preparation of dozens of sample contractual documents in accordance with the new Civil Code in diverse areas of ICT law for SAP ČR, CGI IT Czech Republic, NESS Czech and Česká Spořitelna.
For a significant banking institution he provided a comprehensive analysis relating to biometric dynamic signatures and their deployment in the financial sector.
Advised the unique start up Skypicker.com on advanced aspects of their business and specific aspects of e-commerce, for other up-and-coming promising technology companies he provides expert advice, for instance, in relation to the legal aspects of big data analysis, the protection of databases and the internet of things.
Assisted a number of bodies from the public and private realm in the implementation of the law on cybersecurity, including meetings with representatives of the National Security Office.
Provided comprehensive legal services to the specifics of the total of 4 public procurements for agenda systems and the so-called Unified Information System of labor and Social Affairs with a value of over 1,800 million CZK, not including VAT. In this project Josef participated in the preparation of the tender specifications containing binding model contracts for large-scale implementation of information systems running in parallel, including the migration of existing information systems. The Czech Republic´s Ministry of labor and Social Affairs was the contracting authority.
Provided comprehensive legal services in relation to the successful submission of the tender with a value of over 300 million CZK, exclusive of VAT. The contracting authority was the Centre for Evaluation of Educational Achievement in a public procurement “Systems of control and supervision Center, data acquisition and integration of the infrastructure of the logistics security uniform graduation examination (RDC, DDS, I)”. Josef participated in the creation of the tender conditions containing a binding model contract, which contained support for the processing of the shared part of the graduation exams by ICT equipment throughout its entire life cycle.
Provided comprehensive legal services related to the successful submission of the public procurement “System integrator of the Creation of the National digital library project” with a value of nearly 200 million CZK, not including VAT. Josef participated in the creation of the specified tender conditions containing a binding model contract, which outlined the project to create a national digital library. The contracting authority was The National Library of the Czech Republic and the contract was financed from the Integrated Operational Programme.
Provided complete legal services relating to the successful submission of the public procurement with a value of approximately 1 billion CZK, not including VAT. The submitter was the Air Traffic Control of the Czech Republic in a procurement “Replacement of the Main System” with a tender submitted in a competitive dialogue and subsequently in a negotiated procedure with publication, executed completely in English. In this project Josef played a role in the creation of the specified tender conditions containing a binding model contract, which set out the provision of a new air traffic control system for the Czech Republic.
