Jan Měkota leads the competition practice at ROWAN LEGAL. In his practice he focuses on all areas of competition law. He focuses in particular on advising clients operating in the ICT, construction and regulated sectors such as telecommunications, energy and e-commerce.

In addition to representation before the Office for the Protection of Competition, the European Commission and other competition authorities, Jan also focuses on unfair competition prevention and compliance. Thus, he has been involved in the development and implementation of internal compliance management systems for a long time. Jan Měkota’s competition specialization also includes advice and representation related to private enforcement of competition law or public aid regulation. Last but not least, Jan also deals with issues of distribution models and distribution systems, mainly for clients operating in the field of HW and SW supply.

In addition to competition advisory services, Jan Měkota is involved in complex projects (e.g. operational transformations or the establishment of joint ventures) for ROWAN LEGAL clients operating in regulated sectors, in particular in the water, energy, heating and waste management sectors.

Jan Měkota is a member of the Board of the Competition Commission at the ICC.

Representing the operator of the Heureka portal in proceedings for damages for abuse of dominant position by Google (2020-present).

Leading the legal team involved in the representation of O2 Czech Republic in proceedings brought by the European Commission regarding the possible granting of unlawful public aid in connection with the setting of the terms of the auction of frequency bands for 5G networks (2020-present).

Representing clients operating in the electrical installation and energy construction sectors in proceedings before Czech and foreign competition authorities. Successfully represented clients EGEM and PROFI EMG in proceedings before the Office for the Protection of Competition regarding an alleged cartel agreement in a distribution system operator’s contract, where the proceedings were terminated without any sanctions or negative consequences (2018-present).

Representing a leading global manufacturer of network technologies in an investigation by the Office for the Protection of Competition regarding compliance with the terms of a partnership program (selective distribution system) from the perspective of competition and contract law (2020-present).

Led the legal team involved in the representation of O2 Czech Republic in proceedings before the Office for the Protection of Competition regarding an alleged cartel agreement (2018-present).

Providing ongoing competition law advice in matters worth tens of millions of CZK to a leading global supplier of economic information systems (2017-present).

Provided legal advice on proceedings against a competitor abusing its dominant position in all areas of competition law, including proceedings for damages in the order of hundreds of millions of CZK to a rail carrier client (2016-2019).

Acted as Deputy Compliance Officer, including ongoing consultation and regular training of employees on competition-related topics and participation in tenders with an estimated value of hundreds of millions of CZK, for EUROVIA CS, a.s., one of the leading construction companies in the Czech Republic (2017).
