The managing partner responsible for the HR development and the head of the Public Investment specialisation of ROWAN LEGAL, Vilém Podešva is a leading specialist in public procurement law and public-private partnership (PPP) projects with rich experience in ICT law, defence industry and protection of competition.

Vilém Podešva has led teams involved in a number of projects on implementing information systems in the public sector such as IT consolidation, upgrade and development of information systems of public authorities, etc. Within PPP projects, he has taken part in a unique project on constructing and operating a parking facility in the Czech city of Plzeň. In 2006, he was elected chairman of the Appeal Commission of the Ministry for Regional Development summoned in connection with the list of qualified public procurement contractors.

Vilém Podešva is the co-author of Zákon o veřejných zakázkách s komentářem / Public Procurement Act with Comments (ASPI, 2006), a contributor to seminars and conferences on PPP projects such as IIR conferences on public procurement and the author of a number of professional publications on the involvement of private capital in public procurement projects (co-financing).
